Easy enough to check - try to connect to the server. If there is a line similar to this in your logs then you are banned:
You are banned permanently. Reason: "<ban reason>"
Otherwise this could also be a temporary issue with your DNS / routing. You could try to ping / trace the route to the server. Please read this thread for further details: http://forum.teamspeak.com/showthrea...-amp-Solutions
