[Suggestion] Have Whisper ignore client talk power/channel's needed talk power perms

I just noticed yesterday that if I'm in a channel with the needed talk power higher than my client's talk power I can't whisper to another user without first getting talk power. I don't see why talk power permissions would be related to whispering, the target client[s] incoming whisper settings should be used without the channel's needed talk power having any impact.

I have noticed this also. Also, if you join a channel that has Opus Music codec, you can whisper everyone in stereo quality even when they are in a channel specifically set to use low bandwidth.

If you're not allowed to talk, then why should you be allowed to whisper? In fact it should probably include a check on the target channel as well, so that if you cannot talk to someone if you were in their channel you cannot whisper them either. They obviously don't want to be disturbed by you right now, so why should you be allowed to whisper them?

Maybe you are not allowed to talk in the channel (it's a moderated channel, for example) but that not necessarily implies not to whisper with somebody that is in that channel: whispering is private and to "talk" in the channel is public.

They can have their whisper setting so that only friends can whisper them and your whisper will fail anyway. Since whisper allowance is configured on the clients side I see no reason for the channel talk power, for either the whisperer or the targets, to care about channel talk power.

But, the whisper target is a channel instead of a client I could see the talk power of that channel being considered.

Oh, this begins to be a little bit complicated (you can whisper to an individual or group but not to the channel and then somebody will ask for a new permission for overwriting something of all that).

In my case, the note of Sreech sheds light on the Chris's comment: If you're not allowed to talk, then why should you be allowed to whisper? Usually, a moderated channel is a kind of meeting room where someone is speaking and the rest is supposed to be listening; in this case, to whisper is like to be talking "in low voice" with the companion or using the mobile for talking or "be whatsapping". Maybe the best could be that in a moderated channel the behaviour be the new one: If you're not allowed to talk, then why should you be allowed to whisper?. It's like when you enter in the meeting room you know that please switch your mobile off. I like this new point of view. Now, I agree with Chris.

The protection is only good if a person cannot talk in any channel they have access to. Else someone can just move to any old channel they can talk in and whisper anyone on the server by default. Most servers do not lock down the whisper system, so someone can still broadcast to everyone in a channel just using the whisper system set to everyone in a channel. Then listen in that channel with a different identity so you can technically communicate without permission.
