Can you please explain me how it works?

I have i_channel_modify_power to modify channel name and etc,
I have i_channel_permission_modify_power to modify channel permition
why do I need i_permission_modify_power to do someting with channels?

Giving them i_permission_modify_power of 75 is not required really if you set it up correctly. It is required to be able to change certain permissions.

In order to be allowed to edit a certain permission you need the so called "Grant-Value" for each permission that you would want to modify. Then the i_permission_modify_power determines whether you are actually allowed to change that permission. The i_permission_modify_power needs to be equal to or higher than your grant value of the permission you want to modify.
In short: the grant-value determines how much i_permission_modify_power you require to change that permission.

So for example if you'd want your Moderator group to change the i_channel_needed_join_power of a channels, they would need a grant value on i_channel_needed_join_power of > 0. Then they'd also need the i_permission_modify_power of >= the grant value for i_channel_needed_join_power.

This is needed so that you can actually have one channel, that can be modified by multiple people, but some people may only change certain permissions while others can modify additional permissions.
