What is the feature request here?
    I don't understand it.

You can just change the settings on your own, if you have the permission on your server.

Yes, I can, but many servers use the default settings. Ability to ban any person bothered me.
I would like to hear your opinion about it.

Our opinion is the current default setting.
Every server owner should decide on his own, how many complaints are needed to ban someone from the server.

In addition you can define which groups/clients can use the complain system or even disable it.

Many server use standard settings even groups. Many users do not know of this function, until it affects them. Only a couple of users use this function. Five people come on a server, and advertise there servers to ban other people. Those individuals can just come on, and ban without an advertisement. If an Admin decides to change settings. Can turn off autoban? This way can prevent a vulnerability, If needed an Admin will activate this funtion.

The easiest way to disable the complain system is set the autoban count higher than the number of slots on the server, this way no matter how many clients complain they can't abuse it to ban anybody.

The counter defines how many complains are needed for the ban, it doesnt say they have to be online the same time.
So what does it have to do with the slots on the server?

The best way would be to remove "i_client_complain_power" from any group and setting "i_client_needed_complain_power" > 0.
Alternately set the first permission lower than the second.
