Post Voice quality stutters and becomes unusable when ~20 people in 1 channel

I have a teamspeak 3 server (with licence for 64 clients) on a VPS.
    speedtest from the VPS Box:

Download Speed: 178710 kbps (22338.8 KB/sec transfer rate)
Upload Speed: 16591 kbps (2073.9 KB/sec transfer rate)

When 20 people are in the same room/channel, the voice of some people stutters very bad and becomes incomprehensible. the blue dots of each person that tries to speak is blinking as well in that moment.

I thought this would be a bandwith issue, but with the above speedtest i really doubt it.
People in other channels have NO PROBLEM WHATSOEVER

the codec in the channel is opus voice quality 3

any ideas what the limiting factor might be?

    Bandwidth is more than enough.

How many people are talking when it happens? Does it happen if less people are there but more people talk simultaneously?

Some people sound horrible in that room when it's full. others can sound fine.

usually it becomes completely crazy stutter when two or three people try to say something.

As it seems to effect only some people... have those people checked their bandwith. In most cases the server is the bottle neck, but also the user's end might be the problem.

when multiple people talk, they will almost all stutter.
when someone stutters, everyone will hear them as stuttering.
other people 1 or 2 could still be clear voiced.

The server is in Singapore, and some connected people are from australia, which will have pings of 150-300

Ping is not a problem here at all... as long as there is bandwidth and no paket loss.

A ping of 300ms only shows you that all is delayed by a third of a second, so you will hear the guy 300ms after he started talking and still hear him talking when he is silent for 300ms again. It makes dialogs a bit difficult, but it would not explain stutter.

Stutter can on the other hand be noticeable if the jitter is high. jitter is the measurement of delay stability or the change of ping. So if your people have a highly volatile ping ranging from 150 to 300ms they will suffer from jitter which is noticed as stuttering.
